The Sachem's Head Association is making every effort to assure that its roadways are safe, that safety concerns for property and people are covered, and that parking locations, which are understandably limited, are made available to as great an extent as reasonably possible. The Association has worked closely with the Town of Guilford in establishing and/or modifying regulations pertinent to the above and are covered herewith.
GENERAL:
Speed Limits: 15 MPH within the Association Area
No Parking Areas: Generally delineated by yellow zones throughout the area.
Working Hours: Contractor Work (including landscaping) is only allowed during the following hours:
Mon-Fri 7:30am to 5:30pm, Sat 7:30 to 4:30pm. No work is allowed on Sundays nor major holidays.
Signage: No signs of any kind are permitted except the following:
1. Street, directional, and Sachem’s Head Association facility signs approved by the Zoning Commission.
2. A sign not exceeding two (2) square feet in area giving the name of the residential occupant.
3. A sign not exceeding three (3) square feet in area giving the name and nature of a lawful non-conforming use.
4. A standard real estate "For Sale" or "For Rent" sign not exceeding five (5) square feet in area advertising only the property upon which it is situated.
Contractor signs are not permitted.
Enforcement: Violators will be subject to ticketing and where noted, towing at the owners expense.
CHIMNEY CORNER CIRCLE: This area is of particular concern out of respect for property owners rights and need to provide adequate entry and egress for fire equipment as specified by the Guilford Fire Department.
No Parking: Delineated by yellow cross- hatched zones or a single yellow line along the edge of the pavement around the Circle. No portion (side, front or rear bodies) of the vehicle must encroach on the yellow areas or over the white width lines noted below.
Parking Areas: Where needed, white lines will indicate width areas (6.5’) within which the body of the vehicle must be parked. Because of the narrow roadway, this is to assure that as much of the road width as possible is available for traffic, especially fire trucks.
Yacht Club Loading Zone: Marked opposite the entry walk to the Club. For short term parking only and vehicles must not be unattended at any time. If necessary, the Club will be expected to provide a person to attend the vehicle whilst so parked. This is particularly applicable to pump-outs, unloading of vehicles and special Club functions.
Parking Limits: No overnight parking will be allowed on the Circle.
Tow Zones: In coordination with the Town of Guilford, all No Parking areas are designated as Tow Zones and violators will be subject to towing at their expense.
GENERAL: Additional Club parking, including overnight, is available on a restricted basis on Colonial Rd., west of Falcon Rd., Prospect Ave. and Uncas Pt. Rd.Enforcement of these regulations will be the responsibility of the Guilford Police Department and SHA Staff Attendants, who are duly authorized to issue warnings and tickets. The Staff Attendants represent the Association in these matters and their actions should be treated with respect.Hosts of private or outside functions, (weddings etc.) where heavy traffic, loading and parking problems could be anticipated will be required to utilize during applicable periods an attendant (police, staff attendant etc.) to be hired by the Association and reimbursed by the host.The Association will recommend to the Yacht Club that repeat traffic violators be subject to disciplinary action by the Club. FACILITIES The Association owns several recreational properties which, with certain exceptions, are for members only. Three (3) tennis courts and a paddle court are located at Bloody Cove, with the Yacht Club leasing the two (2) easternmost tennis courts. SHA members may not reserve time on the SHYC courts and SHYC members may not reserve time on the SHA court. Members of either group may use any court if they are not in use and are not reserved. Detailed court use is covered by Court Rules and Regulations. The paddle court is lighted. Signup sheets for courts are posted for both tennis and paddle, or call the Guard for reservations. A Tennis Committee comprised of Association and Yacht Club members oversees the tennis and paddle operations.
The beach at Bloody Cove provides for swimming,sunning, and enjoying the Sound. Short parcels on the east and west ends of the beach are private property, and not for Association use. There are no lifeguards on duty. The only Yacht Club use of the beach is for formally approved group swimming lessons for children.
The Landing on the harbor off Colonial Rd. provides a launching and tie-up area for non-motorized small craft. Boats, equipment and trailers are not to be left overnight, nor should they be parked on Colonial Road. Sachem’s Head Yacht Club members are only allowed to seasonally launch and retrieve moored vessels at the Landing. A limited number of kayak racks are available to Association members. Dinghy and kayak stickers are required.
The Uncas Pt. Parkland is a fine place to walk and enjoy spectacular sunsets, and the dock can be used for dinghies and small craft. Dock is currently unavailable, pending DEP licensing approval. This facility periodically hosts member-related weddings and other family functions. Contact the President regarding availability. To minimize vandalism and disturbances, these facilities are usually open at 8:00AM and closed at 8:00PM, but special arrangements may be made through the Public Service chair. The paddle court is open until 10:00PM. At all recreational facilities, and as a general rule with some restrictions, guests are welcome, but must be accompanied by a member. All facilities are used both by members and guests at their own risk.
The Bloody Cove parking lot is for members only, and for Yacht Club members using the tennis courts or as guests at the beach. All members and guests must register with the Beach Guard when using the tennis courts, parking area or beach.
SERVICES/MISCELLANEOUS
Garbage Collection: Garbage is picked up every Monday and Thursday AM. Recyclable paper and containers are picked up on Monday only and should be placed in designated containers at the curb. Heavy Trash Days are held at least annually, usually in the Spring.
Stickers: All members should obtain and affix an Association sticker to the back window of their cars to assure that facilities are being used only by authorized personnel. Stickers are available at the Guard House or through the Public Services chair.
Sachem’s Head Yacht Club: A completely separate organization. Application for membership to the Club can be made based on their guidelines.
Moorings/Piers and Docks: Mooring placement comes under the jurisdiction of the Sachem’s Head Harbormaster and Harbor Commission representing both the Yacht Club and the Association. Space is limited, and no moorings are to be dropped without Harbormaster approval. Association membership does not guarantee mooring availability, but is a factor in the prioritizing process. Normally, DEP approval and permitting is required on matters relating to piers and docks. DEP approval may normally be required for any maintenance of bulkheads, piers and docks located below the high water level. Contact the Zoning Enforcement Officer for any questions.
Dogs: Dogs must be kept on a leash when off of the owner’s property. No dogs are allowed on the beach.
Hedges: Must not exceed six and one half (6 ½) feet in height from original ground level. Contact the Zoning Enforcement Officer regarding any questions regarding hedges, trees, and sight-lines, particularly as regards Coastal Management regulations.
Notice Board: An Association notice board is kept at Bloody Cove next to the tennis courts. Meeting notices, voter lists and other pertinent information will be posted from time to time on this board.
Fire Extinguishers: Every building within one hundred (100) feet of another must have at least one fire extinguisher approved by the National Board of Fire Underwriters on the premises.
Tidelines Newsletter: Published semi-annually in November and June providing an update of Association activities. Member submissions are encouraged.
Cleanup Day: Normally takes place in May, with members voluntarily participating in cleaning up the various parkland areas prior to the start of the summer season.
Annual Picnic: Normally held in September sometime after Labor Day.
July 4th Kids Parade: Held at Chimney Corner Circle, with all-generation participation.
